The core reason for this persistence lies in the failure of corrective learning. Avoidance is functionally reinforcing because it ensures that the individual never remains in the presence of the conditioned stimulus long enough for the fear response to naturally diminish, a process known as habituation or extinction.
If an individual avoids flying, they never experience a flight that proceeds safely, and thus the brain never updates its prediction that flying equals danger. The avoidance behavior effectively truncates the opportunity for new learning. Furthermore, the act of avoidance often leads to an inflation of the perceived threat. By treating the feared stimulus as something so dangerous it must be fled from immediately, the individual reinforces the belief in its extreme danger.
