Public health policy plays a critical role in shaping the environment and reducing overall societal harm associated with substance use. Policies often involve regulating the availability and price of substances (e.g., alcohol taxes, minimum legal drinking age), controlling prescription practices (e.g., Prescription Drug Monitoring Programs to combat opioid misuse), and implementing harm reduction strategies. Harm reduction, which includes providing clean needle exchanges and access to naloxone (an opioid overdose reversal agent), acknowledges that while abstinence is the ideal outcome, reducing negative consequences for individuals who are actively using is a moral and public health imperative. These comprehensive strategies, blending individual intervention with systemic policy changes, are essential for mitigating the profound societal and economic burden of Substance Use Disorders.
